From the perspective of power operation, there are longitudinal mechanism and transverse mechanism in the cross-domain environment governance field. According to the strength of longitudinal and transverse mechanisms, this paper builds a two-dimensional analysis framework of cross domain environment governance, dividing it into four modes, namely, "weak governance", "governance based on the authority", "governance based on the resources depend on each other", and "strong government". Under this analysis framework, it analyzes "River-chief System", which is the system innovation of the cross domain river governance in China recently. Through the reinforcement of longitudinal mechanism, "River-chief System" promotes the cross-domain river governance from "weak governance" to "authority relies on governance", which gained a short-term positive effect with hidden crisis. The regulation demand and the complementarity of vertical and horizontal mechanism determine the governance of the cross-domain watershed should be oriented to the "strong governance" model.
